Expanding Early Learning Opportunities
for Infants & Toddlers

We have partnered with Dr. Heather Horsley and the staff at the Center for Literacy at the University of Illinois at Chicago to conduct a research study of our EHS-CCP expansion project. The study focuses on the implementation of the grant and the grantee’s on-going work supporting delegates and partners in meeting Head Start program performance standards. The study will offer us an evidence-based account of the program implementation and the program's ongoing strengths and challenges, as well as insight into practical means of strengthening supports for delegates and partners as well as services for children and families.
The Chicago Department of Family and Support Services (DFSS) was awarded a grant from the US Department of Human Services to expand high quality learning opportunities for infants and toddlers through the Early Head Start - Child Care Partnership (EHS-CCP) program from June 2015 through June 2019.

Goals
To provide high quality child development and early learning opportunities to 1,100 more infants and toddlers at DFSS delegate and child care partner agencies. A critical component of the grant is to raise quality across all partners in order to meet the following EHS Standards:

Low teacher child ratios (2:8)

Credentialed teaching staff (IT CDA)

Comprehensive support services for families

Ongoing supports for staff professional development

The U.S. Department of Health and Human Services (HHS) and its division of the Administration for Children and Families (ACF) awarded DFSS an Early Head Start-Child Care Partnership (EHS-CCP) and Early Head Start (EHS) Expansion grant.
